Having content to deliver to middle management and to line employees is one thing.  Having the corporate personnel trained to deliver that content to middle management and to line employees is another thing.

Many smaller businesses fall down on the delivery of content, and the writing of a training manual.

Only having an employee read a set of ethics materials, or having the employee go to the internet and complete an on-line course, is not going to effect much change in either the employee or your corporate structure. The person just above the trainee in the corporate structure must supply some hands-on instruction to those employees.  That person doing the training --- the trainer --should have instruction herself on when and how to proceed.  Furthermore, for the benefit of the business, that instruction for the trainer should be placed in a training manual, so that year after year, changes in trainers notwithstanding, the training to employees is given properly.

To repeat: many smaller businesses fall down on the delivery of content, and the writing of a training manual.
