Last century's management did not easily understand the importance ethics plays in driving corporate performance.  Last century's corporate governance and management did not understand that business ethics (not fear) is the primary motivator of upward moving management. Frequently we suggest something like the way safety meetings for line employees are run by supervisory personnel in high personal injury risk industries.   All employees need ethics training.  If a core principal of your business is that all employees should be given the training to allow them to function as you expect, then all employees should be given ethics education.  It is inconsistent to demand ethical decisions that drive corporate success, then not give the employees the training to make those decisions.
